Telemedical emergency care concept for personnel on offshore wind turbines

In September 2012, the SOS - Sea and Offshore Safety project was successfully launched. The project consortium, consisting of the Charité Telemedicine Center, the Clinic for Anesthesiology and Intensive Care Medicine of the Charité and the industrial partner EWE AG, is researching a telemedical solution for offshore wind farms.

The aim of the project is to develop a telemedical emergency care concept for personnel on offshore wind turbines. In the event of a medical emergency on offshore wind turbines, the maintenance teams are on their own until the arrival of the rescue team and the emergency physician. Due to the geographical location and the high dependency on weather conditions and the resulting long transit times for rescue personnel and patients, there is a particular gap in which the injured or ill offshore personnel can currently only be inadequately cared for. In the SOS project, this "therapy-free" interval and the associated long waiting time for rescue personnel is to be used for adequate and targeted care by means of a telemedical solution.

The research project is funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety as part of the 6th Energy Research Program and will run for two years.

Project goals

  • Medical, technical and organizational concept for telemedical care of personnel in case of accidents on offshore wind turbines
  • Implementation of necessary infrastructure and tele-medical processes on offshore wind turbines
  • Clarification of relevant legal framework conditions
  • Proof of applicability in offshore and onshore practice tests

 

Realization

  • Needs and environment analysis from a technical and medical point of view
  • Conducting an environment analysis with offshore emergency care stakeholders
  • Provision of telemedical systems that enable offshore personnel to perform advanced medical measures under telemedical guidance by experienced emergency physicians
  • Conduct a simulator study to assess the potential for rescue medical action under telemedicine guidance
  • Training of offshore personnel in the use of telemedical equipment
  • Conducting technical tests on EWE's offshore wind turbines to evaluate the practical and user suitability of the solution
  • Conducting a legal symposium and commissioning a legal opinion
